What is the opportunity?

Compliance Department is an oversight department, forming part of the local second line of defence, and is responsible for the overall Compliance Framework of Mizuho Bank, Ltd. (DIFC Branch - Dubai). This includes KYC/AML, MAR, Sanction, SIRA, insider regulation, corruption/bribery, Compliance Program/Training and adhering to various financial regulation across its operations.

Has a broad compliance experience, including Financial & Economic Crimes, in order to be able to enhance/manage the Compliance Framework, by actively communicating with all internal and external stakeholders, including local regulators.

Manage the Compliance Department and ensuring the department effectively can support and oversee the business operations, to protect the company and to address any issues that arise with local regulators. To maximize the capability of MEA CBD and support to achieve business target. Purpose as follows:

To manage compliance operation.

To act as Compliance Officer and Money Laundering Reporting Officer.

What will you be doing?

  • Responsible for maintaining and enhancing Mizuho Dubai’s Compliance Framework (including KYC/AML, Sanction, MAR/Insider Information, Bribery&Corruption, financial regulation), meeting today's and future compliance risks/regulatory expectations;
  • Act as Money Laundering Reporting Officer and ensure compliance with UAE and DFSA’s AML law and regulations.
  • Responsible for managing and overseeing Mizuho Dubai’s regulatory obligations and ensure Mizuho Dubai takes necessary steps to mitigate regulatory compliance risks;
  • Drives and supports the maintenance and development of enhanced compliance systems amd capabilities;
  • Responsible for setting and developing the departmental strategy, plan and targets, taking into account regulatory and operational timelines;
  • Closely coordinating with Regional stakeholders, and provide support and best practices to other regional/MEA Mizuho offices, and proactively work with Regional CCO office, to identify areas of support and positive initiatives. 
  • Monitor and maintain good oversight of Mizuho group compliance policies and focus areas (including HOP and reporting), and be engaged in Mizuho global compliance initiatives or projects;
  • Maintain proactive communication with all internal and external stakeholders, showing positive and cooperative attitude;
  • Responsible for adequate documentation related area of responsibility;
  • Prepare and develop Management Information, including presentations/materials to regional and local senior stakeholders;
  • Chair, support and/or provide material/input to various committees (including Compliance Committee, PDCA's, CORC, etc.);
  • Responsible for managing departmental staff, target setting, performance reviews/plans, development plans, resource planning/holiday planning, hiring and any other HR housekeeping matters;
  • Responsible for preparing and submitting timely budget and expense requests, in line with policies and procedures;
  • Responsible for adequately and timely address any audit items and regulatory deliverables;
  • Proactively advise Senior Management, departmental managers and staff, about compliance developments and risks (including concrete risk mitigations and proposed solutions);
  • Responsible for timely preparation and submission of group- and regulatory reports;
  • Proactive training, coaching and support to departmental staff;

What do you need to succeed?

  • Bachelors Degree or equivalent (law, compliance or audit)
  • Approximately 10-15 years compliance experience of which approximately 5 year experience as team lead or in managerial role;
  • Experience in directly communicating with local (financial) regulators;
  • Great organisational and time management skills
  • Excellent communication skills
  • Strong numerical and analytical skills
  • Customer-centric career experience
  • Demonstrable ability to innovate, support change and problem solve
  • Collaborative nature to contribute to a successful team performance
  • Sound knowledge of the Banking Industry
  • High level of computer literacy and skills in data manipulation / presentation
  • Language skills are an asset, but not essential
